On his recent visit to the district of Hisar in Haryana, Shri Subhash Chandra shed light on an issue of public interest that had not been solved for over three years. The road between Maharaja Agrasen Chowk and Lala Lajpat Rai Chowk had barriers placed in such a way that instead of easing the traffic there, it was proving to be counter productive.

He had earlier raised this issue but to no heed. The people of Hisar in his Jan Sabha urged him to bring in a permanent solution to this issue which has been creating a menace for over 900 days.

He wrote a letter to the concerned authorities asking to lift the barriers in next 3 days.

He highlighted the problem on his social media handles asking why nothing has been done about it by the administration. He posted a video showing the difficulties faced by the people of Hisar because of a road barriers making the daily commute a cumbersome task for thousands.

Taking stock of the situation and negligence on the part of the administration he convened a final meeting of the local authorities to understand why these barriers were not removed yet and find a permanent solution for the troubles of the residents of Hisar. Highlighting the issue in his post he said, “The public is troubled, but the administration silent. Why is the road halfway closed, why has there been no response? Tomorrow at 4 p.m. I have convened a final meeting.”

This initiative was well-received by the people of Hisar and the local media.

In this tweet he further elaborated the problem faced by daily users of the road: ‘For over 3 years, under the name of trials the road between Maharaja Agrasen Chowk and Lala Lajpat Rai Chowk has been partially closed and made in to a one way. Using the barriers one side of the road has been made wider and the other side has been made narrower and that has been then diverted. Because of this arrangement, the locals and businessmen of the area have been facing tremendous inconvenience daily. It has also increased the chances of accidents and made it difficult to cross the road as well. The road that has been diverted and the main road, both have turned into a parking lot. And while the authorities have been written to several times, there had been no action to solve the situation there. It is important to note here that no department is taking responsibility for closing the road. No one seems to know why the road has been partially closed, will it remain this way or will it be opened, or who ordered the closing of the road? The public is troubled, the administration is silent.’

Shedding light on the many attempts made to resolve this problem, he posted about the efforts taken by the citizens and citizen bodies in this regard, “Some social workers sought an answer via Right to Information (RTI) appeal on July 4, 2016. The second appeal was set on June 14, 2017. Also on July 14, 2017, i.e. a year later the show cause notice was sent. Its hearing was on 30th August 2017.”

The concerned officer told the information commission on August 30, 2017, that, on the instructions of district officials, the road has been closed due to traffic problems, not under any government policy. But the copy of that order was not submitted. He assured the commission that the copy of the order will be found and submitted by September 15, 2017.

On September 14, a reply came that the verified copies of the said order were not available in office. The case was scheduled for hearing on October 27, 2017. The Commission rebuked the concerned officer. Even after the hearing, the barriers were not removed.

Subhash Ji held the meeting and intervened in the matter. Finally, three years later, on July 5, 2018 the barriers have been removed and the road has been opened for use giving a huge relief to the people of Hisar.

Subhash Ji shared photos of the iconic moments when the barriers were lifted.
